Summary/Abstract: One of the most important objectives of the Economic Reform was to ensure the national economy a greater share in international commerce and to make it more susceptible to the influences of the more developed economies of the world. As the program of the Reform was being considered, general guidelines were issued for the reorganization of the foreign exchange system. While the principal idea was gradually to liberalize external trade and the foreign exchange system, it was decided to retain, especially during the period of transition, a whole host of foreign exchange controls and quantitative restrictions.
