Summary/Abstract: The passage of the General Faculty and University Act and the adoption of the Federal People’s Assembly Resolution on Personnel Training (June 1960) provided the social and legal preconditions for a thorough reform of higher education. In the ten years since the reform three periods can be distinguished: in the first (1960/61—1962/63) there was a considerable increase in the number and coverage of institutions of higher education; the second period (1963/64— —1966/67)1 was one of consolidation, stabilization and rationalization, and the third (1968/69—1969/70) one of even more radical reform.
