Summary/Abstract: The adoption of the Constitution of 1963 was followed by a steady strengthening of the role of working people in work organizations and socio-political communities, by the consolidation of self-management, and by an increasing assertion of the Yugoslav nations and nationalities and their republics and autonomous provinces. This gradually led to far-reaching changes in socio-economic and political relations, which in its turn made it necessary to solve certain problems created by these developments. The federal agencies had such broad legislative powers and jurisdiction that it stifled any independent self-management action and responsibility on the part of state and other social agencies and self-managing organizations, and it hindered the development of self-management relations. To correct this it was necessary to amend individual constitutional and statuary provisions or institutional solutions, in this way adjusting them to the changes that had taken place in socio-economic and political relations.
