Summary/Abstract: The relatively large number of Yugoslav nationals temporarily working abroad is a recent development. According to the population census of March 31, 1971, out of a total of 672,000 Yugoslav nationals working abroad on the day of the census, only about 36,000, or about 5 per cent, had moved abroad before 1964. The policy pursued with regard to employment abroad is based on the principle that this employment is only temporary and that it should not take on the character of permanent economic emigration. In line with this principle efforts have been made to keep employment of Yugoslav nationals abroad within these confines, and at the same time by means of international agreements to ensure workers employed abroad equal treatment and protection of their rights and interests.
