Summary/Abstract: Bosnia and Herzegovina needs quality and modern government and local self-government. The awareness on the public sector reform is present for long time in the developed part of the world, while the public sector in Bosnia and Herzegovina is rigid, unadjusted and quite outdated part of the nonprofit sector that in the most profitable sense serves to those that do not want its modernization. The state of Bosnia and Herzegovina must become strong and sustainable institution, capable to represent the interests of all their citizens, and to act as the central point of the strategic reform in the development of the administration and local self-government. The modern public administration and local self-government environment is affected by dynamic and turbulent changes. In the center of these changes are management issues within central administration and local self-government, and problems regarding the human resources management in the public administration. These problems equally affect the private and public sector organizations: great variety of labour force and growing gap between the available skills and job demands, changing technology, structural changes in the organization, growing international competition. The organizations endeavor to adjust to such chaotic situation in order to survive. The key resource of every public service are the objective problems, such as the bad legislation, disbalance between the competences of the higher levels of government and local communities institutions, while the subjective problems are related to human resources, or, knowledge and skills of the public servants and assistant public employees that work in that field. Public service in Bosnia and Herzegovina, individually and organizationally, face numerous disadvantages in practice, regarding the trust, responsibility, professionalism, efficiency, impartiality etc. The complex work systems in which are the central administration and local self-government, regarding these reasons, often lead to ineffectiveness and inefficiency in the work of the public administration services, and therefore these problems are expressed in managerial tasks.
