Summary/Abstract: The post of the Minister of Foreign Affairs of the European Union (EU) is one the greatest innovations led by the Treaty Establishing the Constitution for Europe. Thanks to ‘double hat’ he will be able to act both in the first and second pillar of the EU. The aim of this paper is to answer to the questions of the future position, character and the point of its establishment in the institutional construction of the EU. Can he become ‘one face and one voice’ of the member states at the European level? The first part of this paper contains the instruments of the future Minister established on the basis of the Treaty Establishing the Constitution for Europe and the assumptions of the following theories of the EU: neo-functionalism, interngovernmentalism and fusion theory. In the second part on their basis the Author analyses possible developments of the newly created post. In conclusion, according to the presented theories, taking into account their assumptions of importance of institutions, relationships between them and the attitude of the member states to the process of political integration of Europe, the Author gives three directions of evaluation of the post of the common Minister of Foreign Affairs of EU.
