Summary/Abstract: As a component part of Yugoslavia’s general economic and welfare policy, housing has throughout the postwar period been one of the main preoccupations of the community. The prime target of housing policy has been to improve dwelling conditions through a steady expansion of residential construction. In the early postwar years housing was primarily treated as a welfare issue and an essential element of the standard of living, its economic aspects being of secondary importance. Major changes in housing policy were only introduced with the first housing reform in 1959, when greater emphasis was laid on the economics of the system of housing finance, distribution and use.
