Summary/Abstract: In the early twenty first century, is it possible – in the very heart of Europe – to build a “bad”, state, i.e. a state not functional in the view of modern standards of democracy? What are these standards? Why Poland, after 18 years of social, political and economic transformation has been still presenting the lack of systemic efficiency? What is the reason for negative, external and internal feelings in relation to Third Republic? And finally, what is the place and role of the political scientist in the face of that phenomena? Here are some basic questions that the author pose to himself and strives to answer in this article.
