Measuring effectiveness of public procurement market – theoretical contribution to economic research

Summary/Abstract: The aim of the article is an overview of indicators to measure the effectiveness of the public procurement market in three areas: strategic leadership, objectives and procedures/ processes, developed by a team of experts of the Organization for Economic Cooperation and GolaDevelopment (OECD). The author argues that the public procurement market may encourage the creation of new jobs, stimulate economic growth and entrepreneurship, including small and medium-sized enterprises (SMEs), thus, measuring its effectiveness may constitute an important contribution to the study on the competitiveness of the economy at the macro level. Comparative indicatory analysis of public tenders in relation to specific sectors, regional or national system as a whole gives an opportunity to increase inclusiveness, transparency and competitiveness of public procurement market, in particular in the context of the availability of contracts for small and medium-sized enterprises and the efficiency of public spending. Public procurement can influence indirectly the country’s ability to long-term economic growth and development therefore, its competitiveness in such areas as: institutions, infrastructure, goods market and its size and innovation (components of the global competitiveness index GCI).
