Summary/Abstract: alongside of natural resources decline, leading to an intensification of problems at local, zonal, regional and/or global. The actual global crisis implies a certain way of manifestation and behavior, specific to emergency situations, often characterized by unbalanced strategic decisions, has a poly and multi-dimensional character and includes aspects as the economic crisis: energy, financial, comercial, etc., the ecologic field and the biosphere, the environment, the functioning of the institutions involved etc. The fundamental evolution that constantly stimulated the development of the human race was based on solving the „economic problem” for satisfying a growing set of needs, with the limited and insufficient resources. The new eco-bioethic concept are directly involved in the evolution of the relations between human and the space in which he existed, as a part of nature. FAO defines food security as „access of all people directly to the food they need” to meet their vital functions and lead a healthy and active life”. Food security is a very dynamic concept that has evolved over time. Individual food security is „the right to eat”. Mankind has been and continues fight for food. Hunger was a general problem throughout the history of mankind. Hunger is a major food security and general security in the contemporary era because it involves more or less all countries and affects broad areas of social and economic life. Solving this global problem could be achieved only through international cooperation, to which all countries should participate as both poor and rich. Ensuring food security is strictly dependent on achieving a sustainable balance between global food production (dependent, in turn, the global food resources), a growing world population and income, the application to food. The importance of international cooperation is reflected in the need to adopt and promote tools and legislative measures, as well as implementing of new rules and legal norms comprehensible and easy to apply in safety and food security.
