Summary/Abstract: The author discusses whether or not there can be a democratic consent for secret politics. The problem of the democratic legitimacy of secret politics is rarely discussed in contemporary political philosophy. There are two reasons for this situation. Firstly, the prevailing opinion is that there is no social authorisation of implicit actions taken by the authorities. Secondly, according to many theorists of democracy, secret politics is devoid of a democratic dimension. The author analyses each of these two aspects of democratic governance and argues that secret politics can be a legitimate form of democratic governance.
