Summary/Abstract: The program of integrated computerization of the state” (PZIP) assumes that one of the key activities supporting the development and quality of human resources in public administration will be improvement their IT competences. The aim of the article is to show the important factors that both directly and indirectly, affect your ability to obtain public administration desired competences. The article discusses the reasons for which the IT competences are a major barrier to implementation PZIP. The resulting material is based on the analysis of subject literature and the author's experiences, which were gathered by him while participating in several large IT projects for public administration.
