Summary/Abstract: 01.01.2017 marks the 10th anniversary of the Bulgarian EU accession and the following paper offers an in-depth contextualization of the communication policies at an international and national level right before the EU accession of the country. The aim is to illustrate through the prism of the PR theories how the European idea, values and policies were being communicated in Bulgaria, a candidate country and Germany, a founding member state. The research comprises documents and policies published and announced during the six year period of 2000 through 2006 and therefore represents a time capsule that could offer a valuable contrast to the current political state of the EU. That is why the focus of our attention are the communication policies at two consecutive levels: Directorate-General for Communication and the official policies for European integration of Bulgaria and Germany. The paper is structured in four parts: brief review of the theoretical; overview of Bulgaria’s integration process in the context of the European Commission’s communication strategy and the national communication policies of Bulgaria and Germany.
