Summary/Abstract: The article presents an analysis of the process of creating a government act – a formal institution – carried out using methods focused on the political process (Nowlin 2011, Ostrom, Ostrom 2004). A special focus is put on its dynamics – transformations of an act during the political process. Attention is also paid to the activity of actors involved in the process. This empirical article is focused on the governmental stage of creating an act (referred to as the government pre-legislature, cf. Patyr 2012). This part of the legislative process is less known than the parliamentary stage. The study is conducted by the case study method using the example of the attempt to create and enact the act on metropolitan areas that was taken in Poland between 2012 and 2015.
