The Operation of the Department of Foreigners of the Mazowieckie Province Offi ce as a Case Study of the Organisational Field of the Migration Policy in Poland

Summary/Abstract: This text attempts to link two levels of analysis and theoretical inspiration in the study of public institutions: on the one hand, the approach to public policy analysis through an ethnographic study of the everyday life of the office, which can be termed ‘street-level bureaucracy’ or ‘politiques du guichet’ (window policy); on the other hand, the concept of the organisational fi eld emerging from new institutionalism. Such an examination of individual organisations can contribute to uncovering otherwise imperceptible aspects of the field, and in particular contradictions in the industry’s prevailing concepts and objectives. The basis for these considerations is a study carried out at the Department of Foreigners of the Mazowieckie Province Office in 2014. The office was subjected to participant observation supplemented by a series of semi-structured interviews.
