Summary/Abstract: Th is paper deals with the European Neighbourhood Policy in the case of three South Caucasian countries — Armenia, Azerbaijan and Georgia. By comparing the official documents issued by the European Commission with the independent data provided by several independent NGOs this paper suggests the European Neighbourhood Policy is not an effi cient tool in this regard. Finally, the paper off ers a hypothesis that the ENP is rather a tool in the hands of the South Caucasian countries by which they carry out their own political goals.
