Summary/Abstract: In many sectors of the economy, public procurement is crucial for the proper functioning of the overall market competition. Public procurement is particularly threatened by the emergence of cartels in the form of bid rigging. Bid rigging occurs when businesses, instead of competing with each other, agree to offer higher prices or lower quality of goods or services subject to the procedure for procurement or distribute among themselves bids in order to prevent, restrict or distort competition for a specific bid.
