The Terms of Reference of the Commission for Disclosure of Documents and for Announcement of Affiliation of Bulgarian Citizens to the State Security and the Intelligence Services of the Bulgarian National Army

Summary/Abstract: The article examines the terms of reference of the Commission for Disclosure of Documents and for Announcement of Affiliation of Bulgarian Citizens to the State Security and Intelligence Services of the Bulgarian National Army resulting from the controversial rulings of the Supreme Administrative Court concerning the issue of the administrative authority ’ competence. The research denies the Commission’s powers to makepreliminary analysis and assessment of the documents in case the authority announces the names of Bulgarian citizens,who have occupied or are occupying public positions or have performed or are occupying public activity, for whom an affiliation to the State Security and Intelligence Services of the Bulgarian National Army.
