Principles of Organisation of the Protected Area System in the Context of New Public Governance

Summary/Abstract: The article analyses governance and management concepts, differences and applications in the case of protected areas. The authors explain the differences between management and governance conceptions in the context of protected areas. The term protected area management has been used in traditional ways and addresses the measures undertaken with regard to a given site or situation. It also addresses the fact that participation of stakeholders in the decision-making process is not taking place or it is merely formal. Meanwhile, the new public governance principles allow stakeholders’ participation in the decision-making process. These principles are applied in the context of protected area governance. The new concept includes political and legal aspects. In addition to the existing types of governance of protected areas - governmental, co-managed, private protected and community conserved areas – the authors suggest to identify the areas protected on a municipal level in the countries under centralised governance and where local communities do not play an active role in the decision-making process, and the protected areas are administrated by municipal administration departments.
