Summary/Abstract: Nikolay Alexandrovich Tikhonov, the son of an employee born in May 1905 in Kharkiv, is a Ukrainian and since 1940 a member of the CPSU. In 1930 he graduated from the Institute of metallurgy in Dnepropetrovsk, after he had started his career in 1924 as a train driver assistant. His career as a top official of the second world power differs from that of other Soviet leaders in essential points: He held in the party apparatus even at the lower level no leading posts; his career did not suffer from the vola-tile, often very contradictory political events since Stalin. No official biography of Tikhonov mentions any merits in the Great Patriotic War - during the entire war he was active in the stage; at no time was he reprimanded or criticized. In view of the rules of the Soviet bureaucratic rule system, his adaptability proved to be an important prerequisite for a state functionary and economic manager
