Summary/Abstract: The process of strengthening the culture of welcoming and recognition of immigrants has resulted in the development in Germany an attitude of openness towards foreigners. A significant impact on its features seem to have: the specificity of incoming migration waves, the federal policy of multiculturalism (multikulti), and then the policy of guiding culture (leitkultur). The primary motivation for German open-door policy, also known as ‘open-heart policy’, and officially ‘welcoming policy’ (Wilkommenspolitik), were the needs of the German labor market. The immigration policy and, inextricably linked to it, the integration policy were created to meet these needs. The supplementary motivation was the conviction on growing German responsibility for the whole world, which resulted in the acceptance of refugees and potential asylum seekers arriving to Germany. Inflowing migration waves systematically changed the composition of German society. As a result, Germany had to develop a system of inclusion of immigrants that would ensure cohesion and strengthen societal security of the state.
