Summary/Abstract: Dissolution of states and creation of new states is one of the causes of the water problems. Hence, dissolution of USSR eliminated the central management of water resources and caused water-relevant strife among the basin states. It has to be acknowledged that there are many other problems among basin states; border disputes; issues arise from the differences between development levels and wealth and extremism. Thus those issues deepen the water related problems and a comprehensive development among the basin states hindered by existing deadlock on transboundary water issues. Despite a large number of temporary agreements, a basin wide agreement has not been reached. In this study it is asserted that a comprehensive agreement on water resources will have spill-over effect in the basin and will pave the way for a problem free Central Asia. Building a robust security environment in the region has to depend on cooperative efforts by basin states. Basin states dependency on transboundary water resources can be a base for such a robust security environment by ensuring wealth and commerce. States that experiences energy shortage which are upstream countries and states experiences water shortage which are downstream countries can trade off their abundance and thus ensure a secure environment which will facilitate integration in the basin.
