Summary/Abstract: The author outlines some general characteristics of language policy, which, as a highly complex and hybrid, but still recognized linguistic discipline that could be studied only with a constant awareness of language contact with its environment. This means that the language must be viewed together with political, social and cultural context in which it exists. In this paper this relationship is analyzed through a diachronic overview of the development of language policies in Europe. Special attention was paid to clarify the dilemma accompanying this discipline.
