Summary/Abstract: The focus of this paper is to establish the correct and right way from my point of view, to implement the concept of “Smart Mobility” within Intelligent Transportation Systems (ITS) in the European Union (E.U.). In the first part of the research paper, I analyze the main topics regarding the concept of “Smart Mobility” within the actual scientific and specialized literature. In the second part of the paper, I analyze different topics regarding the implementation of the concept of “Smart Mobility” within the European Union (E.U.), compare the results, and propose a new way to implement this new concept. The main research questions of this research paper are: What key elements are missing from implementing Intelligent Transport Systems (I.T.S.) within the European Union (E.U.)? What are the main jeopardizes that can occur by implementing the concept of “Smart Mobility” (S.M.)? What benefices can appear by implementing new and complex concepts that involve Intelligent Transportation Systems and what are the legal implications? The response to all of my research questions that led me to write this research paper are answered in the second part of the paper and the main conclusions are presented in the final part of the research.
