Problems of Creation and Implementation of Public Family Policy in Lithuania

Summary/Abstract: Detailed analysis of problems in a particular area of public policy necessitates long and thorough work. However, prior to such work it is essential to carry out a preliminary survey which would allow identifying main problems, causes and interrelations thereof. The preliminary information would stipulate classifying separate issues under problematic groups and consider harmonised improvements. The article analyses problems of creation and implementation of public family policy as one of the areas of public policy of Lithuania under the criteria of legitimacy and acceptability in society determined in previous articles. Such survey allows establishing the main causes of lack of efficiency and legality in the public family policy. Aim of the article is to examine the situation of creation and implementation of the public family policy in Lithuania, to identify main deficiencies and create guidelines for improvement of family policy in accordance with the previous articles on the purpose, aims, trends of family policy in European Union and criteria determined for successful family policy. First of all, the article describes institutions responsible for the creation of public family policy in Lithuania. These institutions should determine family policy aims, motives and instruments used for the implementation of tasks seeking for the set aims. Therefore, upon the overview of the system of institutions creating and implementing family policy, the attention is drawn to aims of family policy in Lithuania. Hence, the first part of the article determines the responsible institutions, aims and tasks of family policy. The second part analyses the volume, expression of public family policy in Lithuania and presents overview of actual situation applying three groups of family policy instruments (financial instruments, family-work balance instruments and other social instruments). The third part of the article presents preliminary evaluation how public family policy measures in Lithuania satisfy the criteria of legality and acceptability in society. The work is not intended to become a comprehensive methodology seeking to bring sense into or improve the public family policy in Lithuania as this would call for analysis of greater volume; however, it presents guidelines for such work. The article uses descriptive method for the description of the current situation of application of public family policy instruments in Lithuania, as well statistical method for statistical analysis of the actual situation. Logical systematic method allows analysing how public family measures comply with the criteria of legality and acceptability in society. As well article uses general logical methods, comparative method, etc.
