Summary/Abstract: The need to establish a department for special collections in public libraries appeared since 1923 at the International Congress of Librarians and Bibliophiles when the issue was brought up to build up a “reserve of rare and precious books”. Since that moment a clear distinction was made between the book as information source and the book as an art object. In Romania, the repository of the most precious and most investigated funds is held by the Department of Special Collections of the National Library of Romania which brings together literary manuscripts, archives and documents, letters, old and rare books, originally bound or artistic bound copies.
