Summary/Abstract: The present paper is devoted to qualitative security which today has to become a topic issue of world security. The opinions regarding the 21st century's security concept are contradictory since people have different understandings and perceptions of security, respectively insecurity, and do not agree to analyze the security concept as a function of the system.
