Summary/Abstract: The paper analyses the way of regulating the principle of two-instance administrative proceedings in constitutional law and in administrative procedure law. The author explains what the instance control of correctness of the decision appealed against consists in, what the reconsideration of the matter in appellate proceedings consists in, what rulings may be issued in appellate proceedings, when the entities entitled to file an appeal against a decision may exercise this right, as well as if any exceptions from the principle of two-instance proceedings exist in the general administrative proceedings. Furthermore, the author considers whether and in what degree the Constitution of the Republic of Poland guarantees the right to appeal against an administrative decision issued in the first instance to the administrative authority of higher level.
