Summary/Abstract: The topic of this article is quite debated nowadays, generating a lot of analyses and comments. Starting from the general framework of international relations, in the context of globalization, the author refers to the threats to international security through hybrid warfare means. Also, given the operational requirements for conducting such a war, the author analyses the perspectives for building the defense capabilities of Romania, on the basis of specific doctrines issued, to this purpose, by the habilitated bodies of the Romanian state. Particular attention is paid to the manner in which the Romanian Armed Forces should thus be structured and trained in order to be able to handle such threats / requirements and, in addition to the military conflicts for which it had been designed so far, to face new challenges, completely different from the current meaning of the „armed combat” concept.
