Summary/Abstract: The specific goal of this research paper is to identify the main possible areas of intervention in the cross-border regions to induce institutional and social changes, policy embodied, for a better support to economic development and increased capacity of averting or recovering the negative effects of external shocks. We initiated a literature review, using mainly as sources, relevant articles, books and other official papers from the resilience field of research in relation with the previous researches we made in the field of cross-border regions. The results of these paper are structured on three areas: firstly, we identified few domains where the cross-border regions could be most affected by shocks, therefore where the resilience capacity needs enforcement, secondly, we figured out few of the specifics of the resilience concepts in relation with the cross-border regions and thirdly, we partly identified the entities/bodies involved in building resilience capacity in the cross-border regions.
