Summary/Abstract: How states declares and conducts wars changed in the XXI century due to emerging asymmetric threats and because of differences in strategy and capability of faced actors.Discussing the role of intelligence services in formulating a national strategy adapted to these new realities is essential due to the extensive effects that this strategy has. The case of the USA well exemplifies the using of intelligence/information services for understanding the effects of a preemptive action it initiated upon the international sphere as well as upon its enemy, allowing the improvement of the State’s strategy in order to reach its goal, taking advantage of attacking first.
