Summary/Abstract: There exist important actors in order to ensure the local democracy and the representation of local people. One of these actors is undoubtedly the official neighborhood mukhtar. Determined as a result of participating in the elections, which is one of the most important forms of political participation, the official neighborhood representation is noteworthy for the democracy to operate at the local level. The neighborhood mukhtar selected in this framework are also the elected ones, as a result of political choices. The research aims to analyse democracy perceptions of headman elected with democratic methods by discourse analysis. Discourse analysis method has been used in the study. It is thought that it would be appropriate to form a number of themescategories in order to obtain healthy results from the analysis of discourse. In this context, 3 dual categorizations have been conducted for the study of democracy perception (political participation and effectively, equality and freedom, responsibility and transparency) and the answers have beee analyzed accordingly. Questions that are prepared in advance and that have been shaped during the interview have been evaluated separately, according to the relevant categories. It has been kept in mind that the analysis of discourse is interpretive and explanatory while the relevant evaluation is made, and no absoluteness has been pursued. As interpretations and explanations will not come to an end, an attempt has been made to open the door to new context and information with the study, by accepting the dynamic orientation of the discourse analysis.
