Summary/Abstract: This paper aims to assess the contribution of the Council of Europe and the European Union to promote the principles of good administration and thus to better protect the rights of those whom acts of public administration are addressed and to promote the more efficient functioning of public administration. Recommendation CM / Rec (2007) 7 of the Committee of Ministers of the Council of Europe on good administration and the Code of good administration are particularly examined, as well as Article 41 of the Charter of Fundamental Rights of the European Union enshrining the right to good administration, including the European Code of Good Administrative Behavior, which elaborates on the details of the right.
