Summary/Abstract: The constitutional reform of the late 1940s in China was ceased by the Guomindang before its evacuation to Taiwan, which suggests the presence of other factors than military for the trend. The party documents, Chiang Kai-shek’s speeches, and newspapers of the period can be studied to investigate the political background of the event. The paper considers the process of drafting the Constitution adopted in 1946 and the specifics of this law; particular attention is given in it to interparty consultations and negotiations; the paper further examines stages of the Constitution implementation and traces political contradictions of that process. As the main conclusion, it can be said that the key political reasons which brought about the cessation of the constitutional reform were, on the one hand, the impossibility of consensus with the opposition and, on the other hand, the dogmatization of Guomindang’s ideological platform and the disparity between the reform model suggested by the government and the requests from less influential parties and social forces.
