Summary/Abstract: The issue of the criminal responsibility, prevention and fighting against minor offenders criminality was and is an ongoing concern criminal policy of modern states. Due to the special state in which he is, the minor offender is granted with a special attention regarding the establishing a special juridical statute applicable to him. Because of his bio-psiho-physical development doesn’t allowed him to represent himself his interests, the legislators of the modern states, have established a different juridical statute, differentiated from the adult offender, granting him supplemental guarantees of protection. Finding the most efficient preventing measures, the fight against the criminality of the minors offenders raised also the issue of establishing the age from which the minor offender to be criminal responsible.
