Summary/Abstract: The article is dedicated to concrete definition of the basic problems of functioning of sphere of service of municipal available housing. As consequence, the primary goals of effective reforming of investigated branch are defined. For the decision of tasks in view a number of the specific proposals directed on the complex decision of the investigated problem taking into account social and economic components are formulated.
