Summary/Abstract: With the conversion from partially economic methods of management of the country to administrative-command methods (from NEP to industrialization) a problem appears and an effective economic system cannot continue to exist, that was founded mostly on old liberal market principles. To accomplish the ambitious plans of Stalin's industrialization it had been moved as quickly as possible to the non-economic methods of operation
