Summary/Abstract: The article discusses the role of the minister competent for public finances in establishing the scope of domestic public debt. The author shows that when it comes to defining domestic public debt, the minister competent for public finances gained the authority to clarify its subjective and objective scope as well as the calculation methodology. The article analyses the legal framework of the public finance act and the delegation of legislative powers of the minister, in the context of complaints of unconstitutionality concerning practical application of financial law. The thesis is supported by the implementation of the abovementioned competences by granting the minister blanket authorisation, without sufficient certainty, which in turn leads to the extension of the subjective scope of debt stipulated in the act, influencing financial situation of the entities of public finance sector, especially of local government units.
