Summary/Abstract: A real reform of the health system must first harmonize Romanian legislation in the field of healthcare with the European law frame, so that the health system in Romania will always provide quality health services and the patient is receiving health care needs and various forms at all levels of care. Incoherence and legislative instability do nothing but threatening the system which must ensure improved health status of the population of Romania.
