Summary/Abstract: Due to emerging new threats over the world it, is necessary to identify them and take effective actions. Territorial Defence Troops (TDT) are the answer to the threats and give an opportunity to fight them in a military and non-military aspect. The article presents the process of forming three Territorial Defence Brigades, problems related to it and the solutions that were used. To properly perform the process of forming Territorial Defence TD, Territorial Defence Brigades and TD battalions, the Organizing Groups (OG) were initiated. To do their task fast and ably they had assistance from operational military units located in common responsibility area. Logistic and training facilities were the most important in organizing process. The full involvement of functionaries in the process of creating brigades has allowed to draw conclusions and to implement improvements. It should be assumed that solutions which have been proposed need to be modified and adapted in the future to ensure the achievement of the aims.
