Summary/Abstract: On August 1, 2005, the international community is marking the 30th anniversary of the Helsinki Final Act. It is more of a historical coincidence than planned purpose that precisely in the year of the celebrations of the Helsinki process or to be precise, its institutional successor - the Organization for Security and Co-operation in Europe (OSCE) – it once again finds itself at a crossroads. At this stage, neither well-informed experts nor political leaders would dare to confidently predict its future course. Other international organizations are facing similar challenges. The identity crisis of the UN and efforts to define its new face in the run up to the September Summit and the reverberations within the EU in the aftermath of the failed referenda in France and The Netherlands and the consequent row about the financial perspective for 2007 – 2013 are examples.
