Summary/Abstract: Traditional strategic models focused on resource management seem to be insufficient in the face of the contemporary tasks facing decision-makers. In a dynamic and rapidly changing world, a strategy must focus first and foremost on the future. If we think about strategy as a form of “theory of victory,” the key question shoud deal with the optimal and functional future order, its shape, components and relations between them. The ubiquitousness of risk perception in modern societies creates a need for the new approach to a strategy and openness to “new thinking,” adding flexiblity to the existing conditions. In the face of the imperative of anticipation and—consequently—prevention and preemption, “defensive strategies” become “offensive,” so modern states in their policies are faced with the need to adopt offensive attitudes (anticipatory, preemptive, preventive). In view of the need to move away from schematism, it seems crucial to make good use of existing and create new “strategists” capable of creative thinking.
