Summary/Abstract: The Tanzimat reforms, which proclaimed the equality among Sultan’ssubjects (the reâyâ), slightly opened the doors of central and local administrations for Christians. In the spirit of the new order and under the skillful leadership of Midhat Pasha, the Ottoman authorities started a vital reorganization of the old government apparatus.In local institutions were appointed wealthy Bulgarians, members of the local elite, with good economic and social status and respected by the Ottoman authorities. Petar Zlatov’s carrier as a clerk in the Ottoman provincial administration in Rousse started in that way. This was the main reason for malicious attacks and espionage accusations against him, published in the Bulgarian revolutionary press. Petar Zlatov was described in darkest colors and because of that the positive moments in his biography (which are marked in the text) faded away.That negative image of Petar Zlatov’s persona remained steadfast in the mind of his contemporaries and that led to his complete oblivion nowadays.
