Unemployed human capital in Ukraine: the sense and consequences

Summary/Abstract: The author has defined a category of unemployed human capital as economic relationships regarding exemption of a share of a formed and accumulated reserve of knowledge,abilities, skills, and habits from public turnover on account of different reasons. Growth of scopes of the unemployed human capital is an indicator of destructive changes of human capital and a factor of its deterioration. The author has determined the main types of the unemployed human capital according to the criterion of public usage and efficiency, which include absolutely, relatively,and formally unemployed human capital. The article proves that the growth of a share of the unemployed national human capital leads to increase of negative human capital.
