Summary/Abstract: In the article the institutional support for the implementation of social security of the state in education are analyzed. The importance of the results of external evaluation as the level of student achievements, the data of testing as part of the monitoring are determined. The main disadvantages of pre-school and higher education in Ukraine are determined.
