The Historical Development of European Security and Defense Policy and Turkey’s Position at This Security Architecture

Summary/Abstract: European Security and Defense Policy (ESDP) have started to institutionize through Western European Union (WEU), which was founded in 1954 that aimed controlling Western Germany and meeting the security necessity of Western European Nations. WEU, which had not been effective owing to NATO during Cold War, has considerably improved its institutional capacity with politic integration of European Union (EU) along with EU’s economic integration in 1990s. French’s will of separate and autonomous ESDP; the emergence of necessity a force during Balkan Crisis at 1990s; the desire of England to join ESDP; as well as EU’s desire to be a global power at the New World Order have brought the improvement to the ESDP. The Union, which aimed at “soft power” perspective with Headline Goal 2003, has mainly transformed its perspective to “hard power” with Lisbon Agreement. EU which conducts various operational tasks heavily with soft power hardly seems to use hard power in any operation because of heavy budgetary burden, as well as the lack common willingness to form ESDP as seen Iraqi Crisis. Therefore, in the aspect of practicability and preventing duplication, it is widely acceptable approach to use ESDP in a missions/crises where “civilian power” is needed and where NATO does not conduct operation but provides hard power if necessary. It is a suitable course of action that the formation of EU role at European Security should be in the direction of soft and civilian power supported by NATO.
