Summary/Abstract: Prepared by Albiedynski, the report on Lithuanian governorates presents an interesting analysis of socio-economic situation. On 9-21 December 1879 in memorial handed to tzar Alexander II, Albiedynski, first of all, paid attention to the necessity to cancel the proportional tax put on by Muraviov. In Vilnius Governer General's opinion, the tax contribution to Russian government aroused dissatisfaction among the Poles and in the second half of the 70-ies of the 19 c. it did not answer the needs of that period because standardization of social relations as well as attitude of loyalty declared by the prosperous citizens turned out to be anachronistic and unnecessary symptom of discrimination of the Polish gentry. However, the memorial was not accepted by the highest body of power, which had a reactionary attitude towards the country of the North-West. In May 1880 Albiedynski was removed from the matters of Lithuania and was appointed the Governor General of Warsaw.
