Summary/Abstract: The building inscription found in Tirisa (Kaliakra) attests to the restoration of a tower in the times of Flavius Hermogenes, whom Anna Balkanska identified with magister equitum under Constantius II. His titulature, however, is characteristic for late Roman provincial governors, which suggests that in the first half of 4th century Hermogenes held the office of praeses provinciae Scythiae. It is very likely that he is also the same person who, according to Himerios, was proconsul of Achaia between 337 and 350. The main purpose of this article is to verify Balkanska’s hypothesis and provide a reconstruction of his official career.
