Summary/Abstract: Abstract: In the present paper we resort to the use of a mostly economic approach, in our attempt to understand the complexity of human behaviour in present times. The major objective of the study is to construct an image of what human capital represents in the context of the development of human society. In order to achieve such objective, we intend to perform a qualitative research of human capital, of its influences, both from economic and public policies perspective. The results of this research prove the existence of interdependence between the economic and public spheres of human capital, and they refer to both urban and rural environments in terms of conceptual construction.
