THE CONCEPT AND VALUE OF THE CONTROL POWERS OF THE PRESIDENT

Summary/Abstract: The author researched the concept control rulemaking powers of head of state, whose presence is due to the necessity realization this public authority functions and guarantee of the Constitution as the fundamental law of the state. Using the head of state rule-making authority and control due to the necessity ensuring compliance with all state public authorities, including during the publication of its own acts rule-making, the rule of law is the key to the proper functioning of the legal system and in accordance with the rights and freedoms of citizen. In the process of work was used as the Ukrainian scientists and research American, Belarusian, Polish and Russian scientists who have examined similar issues and legislation of various countries in the rulemaking.
